28) B

Starting from RIGHT to LEFT, we need to find the latest sequence of numbers which can add up to 14.

This sequence is 4, 2, 5 and 3. (4 + 2 + 5 + 3 = 14)

After this sequence, we have the numbers 5 and 5. This adds up to 10 so far. Since 4 numbers need to add up to 14, the next number cannot be 4 as that would mean three numbers add up to 14. (5 + 5 + 4 = 14)

We are also given the information that the device never generates 5 consecutive odd numbers. So far, the latest numbers have been 5, 3, 5, 5. This means that the next number cannot be odd. The only remaining number which is even is 2. So option B is the answer.
