C could be counteracted simply by the fact that there probably are more boy cyclists than girl cyclists. 

D – Correct
Number of boy pedestrians and cyclists killed or seriously injured = 1300 + 400 = 1700
Number of girl pedestrians and cyclists killed or seriously injured = 700 + 100 = 800

1700 is more than twice that of 800. So D is the answer.

E – Wrong
No. There also a large number of females that are either killed or seriously injured. We need lessons ins road safety designed for males and females. So E is wrong
